What is a public housing authority/agency (PHA) and what services does it provide?

A PHA is a public agency charged with providing housing to the most vulnerable populations in their community. This includes low-income families, especially those at risk of homelessness, as well as the elderly and disabled.

Though independently run, PHAs are required to follow federal regulations. In addition, housing authorities receive subsidies from the U.S. Department of Housing and Urban Development (HUD). PHAs mostly administer housing programs funded by HUD, typically Federal Public Housing units and Section 8 Vouchers. PHAs may also administer State-funded programs as well as other programs funded locally.
